CAPTIONED FILMS/VIDEOS PROGRAM Public Law 85-905, entitled, “An act to provide in the Department of Health, Education and Welfare for a loan service of captioned films for the deaf,” was approved by the President and enacted into law on September 2, 1958. On November 4, 1958, the Secretary, U.S. Department of Health, Education and Welfare, delegated to the Commissioner of Education the functions vested in him by P.L. 85-905 for the administration of the Captioned Films for the Deaf Program. The purposes, as set forth in the law, are threefold: “(1) to bring to deaf persons understanding and appreciation of those films which play an important part in the general and cultural advancement of hearing persons; “(2) to provide, through these films, enriched educational and cultural experiences through which deaf persons can be brought into better touch with the realities of their environment; and “(3) to provide a wholesome and rewarding experience which deaf persons may share together."

OBLIGATIONS OF BORROWERS Borrowers agree to accept the following responsibilities: 1. To show captioned educational films/videos only to groups au

thorized and approved. 2. To show borrowed media to no audience where an admission is

charged. 3. To project or exhibit no borrowed media by television without

prior approval of the Captioning and Adaptation Branch. 4. To use no borrowed media in any manner that will infringe upon

or violate any copyright interest. 5. To be responsible for the safekeeping of borrowed media from

the time of receipt until return or delivery to a common carrier for return. The borrower may be required to pay the replacement cost of any borrowed media lost or to pay the cost of repairing

damage to any borrowed media occurring during such period. 6. To exercise care in projection of 16mm films, including use of a

16mm sound projector and a qualified projectionist. 7. To make no repairs to borrowed media. 8. To return borrowed media promptly. 9. To return borrowed media in containers and pay return trans

portation costs at the library rate. Addressed return labels furnished with the borrowed media shall be firmly affixed to the

containers. 10. To report each exhibition of each borrowed media as directed. 11. To report to Modern Talking Picture Service any change in the

CARE OF FILMS/VIDEOS Most film/videocasette damage can be avoided if the operator observes simple precautions: 1. CLEAN THE FILM CHANNEL. Before the film is threaded,

both aperture and pressure plates should be cleaned. To remove any accumulation of film wax and dirt in the channel, clean it with a chamois skin or soft cloth. Whenever scale is found adhering to the plates, clean with a wooden scraper; never scratch the parts with metal. Failure to clean the plates makes permanent scratches on the emulsion of the film, caus

ing the film to appear "rainy" when projected. 2. THREAD FILM PROPERLY, making sure that:

(a) The sprocket teeth are engaged in the film sprocket holes. (b) The sprocket guards are locked in position. (c) The film is centered in the film channel, so that the claws will

engage the film sprocket holes. (d) The film loop above and below the channel are of proper

size. 3. BE SURE TO TEST THE THREADING by turning the

manually-operated knob, which will move the film slowly through the projector. DO THIS BEFORE TURNING ON THE

SWITCH 4. STOP IMMEDIATELY AND RECHECK the threading if the film

does not project properly or if damage is detected as the film passes into the take-up reel. Loss of film loop either above or below the channel will cause damage to the sprocket holes of the film. Film also can be damaged by the last sprocket of the projector without discernable evidence of such damage in either the projected picture or the sound. This is true regardless

of the make of the machine being used. 5. STAY WITH THE PROJECTOR while it is running. Damage to

sprocket holes can be detected by checking the film between the thumb and forefinger as it winds onto the take-up reels. In this way damage, with the exception of scratches caused by

dirty film plates, can be detected and corrected at once. 6. REWIND VIDEOCASSETTES before returning. Keep video

cassettes away from heat, moisture and dust.
