How do I trigger reason of state in Witcher 3?

Do you have to take Ciri to Vizima after the Battle of Kaer Mohren?

no you first get it after bald mountain then you have to talk to yen, triss, avalach, and ciri. Talk to triss, which will lead you to Djistrka then you get it.

not quite specific. Triss's Final Preparation is a main quest, you can't miss it no matter what you do. the part you need to anticipate is the dialogue between Geralt and Dijkstra where you must go easy on him (instead on being harsh) for this quest to be unlocked. mind you, this is one of the instances where the dialogue choices are quite vague so you may want to save beforehand. to answer your original question, no, you don't have to take Ciri to Vizima. it has nothing to do with this quest chain.

'Reason of State' is triggered during the main quest 'Blindingly Obvious', which is one of the sub-segments of 'Final Preparations'. You must choose to give Dijkstra information about emperor Emhyr.

I just began "act 2", got the brothers in arms quests to go recruit people to help me at Kaer Morhen.

I went to Roche first, assuming that he'd say something like "we've got some unfinished business" and say he needs help killing

Radovid

before he can leave for Kaer Morhen, but he was just like "totally breh, see you there!"

Did I screw something up by giving Radovid the crystal?

You don't get it until Act 3. Here's how.

In act three, you get a quest to go do various things for people you know. Triss will send you to Djikstras bathhouse. Stuff happens there. At the end, when he asks questions, tell him the truth and everything about Ciri and it'll trigger reasons of state.

So youre saying for now I'm good, I can just go recruit everyone, fetch Ciri from the Isle of mists, and battle the Wild Hunt? Cool, thanks!

Is there a cutoff point to do this quest, aside from the one part where the game gives you a warning?

And a more general question, are there any new side quests in act 2? I've already completed all the side quests and most of the contracts I've gotten thusfar

Yep. You can do all the lead up to the Isle of Mist, do all the story stuff you're stuck in there. And then you move on to Act 3 and the main quest I mentioned

with Triss and Djikstra

will open up reasons of state.

As for new Act 2 quests there are a few, and you can't get them if you move on to Act 3. Most of them are found in the Kaer Mo area around/outside the fortress. There's a list I can get you but it's spoilery.

Funny, I've ran through like every room in Kaer Morhen looking for Easter eggs. I'm assuming I have to venture into the countryside to find these quests?

Most of them you find wandering out and about through the countryside outside Kaer Morhen. But one of them that I know about is found in the fortress. In the tower where Yen is working, at the bottom of it. Around the room in little indentations under the stairs are crates and stuff. One of the crates has a book in it. If you read the book you get a sidequest.

The isles is... hrm. It's on the far east side? Kinda north of Undvik I think. If you get in a boat it'll mark it on your map, and then you can use the boat fast travel system to go to a harbor near it and sail the rest of the way.

How do you trigger favor for Radovid?

A Favor For Radovid is a short Side Quest in Novigrad that has no combat. After you've dealt with Junior, in the Get Junior main quest, and leave his compound the King's guards will stop you. The King is requesting your presence and is calling in his favor. Hand over your weapons and board the ship.

How do I start the quest Radovid?

While talking to Radovid V on his boat, he'll automatically give you the assassins' quest, Redania's Most Wanted..
Sigismund Dijkstra will automatically give you the assassins' quest, A Deadly Plot, after finishing Now or Never..
Go talk to Vernon Roche to get the assassins' quest, An Eye for an Eye..

How do I trigger the Now or Never quest in Witcher 3?

To begin the quest, you need to meet Triss in her house in Novigrad, which is between Hierarch Square and Oxenfurt Gate. In front of her building is a group of guards. At some point, you'll have to fight them.
