To be fair, my point was that there is a known bug where you'll have it on your character on foot, you'll start some activity, and ...the game just gives you the regular lasso again. But in my experience, you can at least go back to your horse, re-equip it, and then carry on as usual. Bit like the recurring bugs in GTAO, where exiting an instanced activity like a mission or race messes with your preferred camera zoom setting (I prefer mid-zoom on foot, max in cars, but after missions, it'll put me in max zoom for both), or changing sessions or dying/respawning would often reset your character walk style to "normal" instead of whatever you had before.
