Welcome to the Indiana Utility Regulatory Commission

The Indiana Utility Regulatory Commission (Commission) is an administrative agency that hears evidence in cases filed before it and makes decisions based on the evidence presented in those cases. An advocate of neither the public nor the utilities, the Commission is required by state statute to make decisions in the public interest to ensure the utilities provide safe and reliable service at just and reasonable rates.

The Commission also serves as a resource to the legislature, executive branch, state agencies, and the public by providing information regarding Indiana’s utilities and the regulatory process. In addition, Commission members and staff are actively involved with regional, national, and federal organizations regarding utility issues affecting Indiana.

2022 Small Water Utilities Workshop

The 2022 Small Utilities Workshop series will be hosted virtually with limited in-person sessions at the Indiana Utility Regulatory Commission, by Commission staff, on November 1, 2, 9, and 10. IRP Contemporary Issues Technical Conference

The 2022 IRP Contemporary Issues Technical Conference focusing on “Making Utility-Specific Resource Choices in a Changing Regional Market” will be hosted on Sept. 22, 2022, from 10:00 a.m. to 3:30 p.m. This meeting is part of the Integrated Resource Planning process and is intended to address complex, and, often, cutting-edge issues. This meeting provides an opportunity for utilities, stakeholders, and the Commission and its technical staff to understand the complexity of various topics that have been difficult for utilities, stakeholders, and the Commission staff.

As you may know, the 2022 Indiana General Assembly recently passed House Enrolled Act 1002, which includes language that will affect your company regarding the repeal of the Utility Receipts Tax (URT).  HEA 1002 added NEW sections at Ind. Code 8-1-2-4.2 and Ind. Code 8-1-2-4.3 that applies to utilities under the jurisdiction of the Commission and utilities not under the jurisdiction of the Commission, respectively. Pursuant to this new law, all jurisdictional utilities must file by May 1, 2022 for a rate adjustment. Commission staff recommends using the 30-day filing process. This will afford the Commission and interested stakeholders the opportunity to vet the filings prior to approval of rates that will comply with the new law. The Commission prefers that each jurisdictional utility incorporate all tariff revisions into one filing for their respective industries. For example, an electric company may include adjusted tariffs for all relevant trackers rather than a 30-day filing per tracker. We appreciate utilities that seek to adjust the URT in currently pending cases as this too is a means to comply with the law as rates are being adjusted.

10-Digit Dialing for 219 & 574 Area Codes  
Beginning on Saturday, Apr. 24, 2021, everyone in northern Indiana’s 219 and 574 telephone area codes is encouraged to start using 10 digits, rather than seven, to make local phone calls. (For example, callers should start dialing “219-555-5555” or “574-555-5555” instead of “555-5555.”) This will help everyone ease into the upcoming transition to mandatory 10-digit dialing for local calls within the 219 and 574 area codes. Improving Procedural Efficiencies (IPE)
The Indiana Utility Regulatory Commission (“Commission”) and its staff are continuing to evaluate how to improve procedural efficiencies in the Commission’s docketed proceedings and we would like your input and feedback, with the goal of ensuring each case record is as robust as possible for decision-making. In 2022, the Commission will be focusing on the MSFR rulemaking; details on this can be found here. The Technical Workshop scheduled for January 13, 2022, has been cancelled. The next workshop date and time will be announced in the near future. These workshops will be held in person and will be livestreamed via YouTube.
