Using the command /replaceitem entity @p slot.armor.head minecraft:(block) , you can place any block on your head. Certain things like food items, tools, etc. aren't considered blocks and therefor cannot be placed on your head using this command. This command is basically like the plugin on some
servers that allows you to do /hat , except this is in VANILLA MINECRAFT! You can impress your friends and do many fun things with this. Also, you can use /replaceitem entity @p slot.armor.chest minecraft:(chestplate) , /replaceitem entity @p slot.armor.legs minecraft:(leggings) , and /replaceitem entity @p slot.armor.feet minecraft:(boots) . In these 3 slots you can only place armor which you are able to normally put in them

Doesn't this spawner looks like I have a cage around my head? XD
You can do many things with this command and hopefully this helps!

Try daylight sensor for scarf, golden pressure plate for
halo, glass for bubble hat, and banner just cause.

You can do many things with

This is the most efficient way to do it, but I'd recommend using @a to troll some of your friends.
An insight to this would be, @a slot.armor.head minecraft:pumpkin

yes, you just need to add the Enchantments nbt the same way as a /give command, for example:
