So i currently only have 3star bows and im able to forge one of the two 4star ones.
I want to know which bow would be better for those 2 characters between the 3 stars and 4 stars available.

Genshin Impact: Anemo for life!
Xiao/Kazuha main at account, but still Razor main at heart.

Out of those options your two choices are slingshot or compound bow. Slingshot is the better of the two but requires you to be close up. I think you also get a Favonius Warbow at AR18 or something? That's an option too. If you manage to gacha a stringless, rust, or a 5* those are their ideal weapons.

Are the forge bows worth it?
Also i don't know which forge weapons should be my priority (i mean for the most usable ones not the type of weapon), can i get an opinion on this?

I hear the battle pass bow is a solid choice.

Didn't look into bows yet, as my only bow character is Amber.

Battle Pass bow is pretty good for Fischl, yes.

The battle pass bow seemed like the only weapon worth getting imo

I use Favonius on Venti and Stringless on Fischl. Got Venti loaded up on recharge so he gets his ult ready asap. Stringless comes from gacha but Favonius you get at AR18 for free from the story I think.

This is why I rank Rust so high, which works amazingly on Fischl and is solid on Venti, since you can just spam your main attack and you don't need to use the aimed mode so the damage reduction does very little.
