Is Elegy for the End good on Fischl?

I'm thinking diona can really use this wep big time. you give atk buff towards the nearby party but ya lose e skill refund.

I wonder who else can use this wep well?

You have to hit an enemy with a skill 4 times to proc the bow effect. But it only counts one effect every 0,2 seconds. This was specifically added to make the bow suboptimal on Diona:

• Dionas Q procs 6 times but most enemies don't stand in there long enough
• Diona E only counts as one proc

You're stuck with Venti and Fischl.

1. Venti easily, just one Q, done
2. Fischl at C6 just as easy as Venti. Other Fischl are fine too, but they take longer
3. Support Amber with Q and noblesse oblige yes, but then you have an Amber in your team
4. Ganyu with Q and E at the same time kinda yes (E procs twice, Q has to be lucky), but you lose Ganyu dps when you switch her out during her own Q, so it's support Ganyu only
5. Diona no because her Q is too slow and her E procs just once
6. Childe with E yes, but just for himself, very selfish, rather use a dps bow
