VIA Rail, in conjunction with Amtrak, has only one train fromToronto to the US. The train departs from Toronto at 8:30 am, headed to NYC. There is no overnight train.
Once in NYC, you would have to transfer to a train heading south to Washington.

Hi;
Toronto to NYC by train is a minimum of 13 hours. I say minimum, because Amtrak’s on-time performance is only an average of 72%, system wide.
(referenced from Trains Magazine 5/08)
Of the 13 hours, only about 2 hours is with Canada’s VIA Rail, while the remainder is with the United State’s Amtrak.
The distance is approx. 500 miles / 800 km.
