Seriously, my crop fields are complaining about not enough buyers when close to them there is a Flour Mill that is complaining about not enough raw materials. Why?

The crops instead of being delivered to the Flour Mill they get exported, and the Flour Mill instead of getting the crops they have under their nose they import it from outside.

Is this a bug?

Industry area - not enough raw materials and not enough buyers problem

I have this Industry DLC and I´m really new to the game. I´ve read hunders of comments about this topic but nothing really helped me:
I have ´´side by side´´ a field and a slaughterhouse. My field is complaining that there are not enough buyers and the house never has enough raw material. i don´t have any traffic problem, they are literially side by side! I´m so frustrated about this! My cities income is never stable because of this and it takes all of my time and focus, can´t enjoy anything else about the game.
I´m starting to regret that i bought this DLC, please i need help!
