The physical one like the one you buy from target, yes, but you can send the digital steam card to a different region

Dunno if it's region locked, but you could look up paysafecard as an alternative to steam gift cards if steams accepts them (in my region they do). One of the advantages of it is that you can get them in more places and you can use it in other shops that accept it too (so you're not limited to steam).

Only the physical cards are locked. Codes work fine worldwide despite the region.

The codes are from the physical cards. Those are also currency locked.

The only thing that isn't currency locked and can be given to anyone are digital gift cards.

Not region but "Currency Locked". There are many countries in the World "not" having their own Steam currency to use USD as their pricing so that they can use USD Steam gift cards. So if you see your "own" currency in Steam store, you can't get gift cards from other currencies.

So if I buy a 20$ gift card in USA, then try to give the code to my friend in another country, it would show up as the equivalent of 20$ in their currency? Or would it not convert and be stuck as dollars
