elf.

Go to Halted Stream Camp, just near Whiterun.
One of the bandits there will be a dark elf. If you're doing the quest for Septimus, you can find Dark, wood, orc and high elf blood in there. Only one you can't find in there is Falmer blood.

Will I get arrested for killing one?
