As a general rule, richer countries have higher prices while poorer countries and the countries that produce and export oil have significantly lower prices. One notable exception is the U.S. which is an economically advanced country but has low gas prices. The differences in prices across countries are due to the various taxes and subsidies for gasoline. All countries have access to the same petroleum prices of international markets but then decide to impose different taxes. As a result, the retail price of gasoline is different. Gas prices are an ongoing source of concern, frustration, and debate in the U.S., after topping $5 per gallon for the first time in the past week. But it’s hardly the only country facing a fuel crisis.

AAA reports the national average of a gallon of regular unleaded stands at $5 as of Friday morning, a slight decrease from earlier in the week as demand at the pump has started to wane. In California, residents are paying an average of $6.42.

But for people in Hong Kong, $5 or $6 per gallon would be a tremendous relief.

The price per gallon in U.S. dollars in that country currently stands at $11.35, according to globalpetrolprices.com, which tracks average prices around the world. Hong Kong holds the dubious honor of having the world’s most expensive gas at the moment.

The fact that consumers in other countries are paying even more doesn’t erase the financial pain Americans feel as they attempt to balance their budgets, of course. But it can help put things in perspective and show that the situation could certainly be worse. Here’s how prices stand, as of June 13. (All prices are in U.S. dollars for a gallon of gas.)

Tax on fuel is high in Europe, in many cases to fund environmental initiatives and discourage motoring. It is a big leap from the US, China, and Russia - fossil fuel subsidies across these three countries amount to around US$900 billion annually. These are countries where driving is a more necessary means of transport but also where the government wants to encourage local energy production to strengthen its isolationist positioning.

The least affordable fuel is mostly found across Africa. This is due to a low average income rather than the cost, which is moderate. The most affordable fuel is found in high-income, low-cost Middle East countries, including United Arab Emirates, Kuwait, and Qatar. The US is the fourth-most affordable market for gas and diesel, and Australia has the sixth (gasoline) and eighth (diesel) most affordable fuel.
