Have you experienced this at multiple stores? If your phone was completely ignored by the terminal, that indicates that that particular card terminal simply doesn't work with ApplePay, or that its near-field communications capability may be broken. But if it's happening continuously at different stores, then that would be a problem with Apple Pay itself.
After I updated to the most recent version of the iOS (either the 14.4 update or the one just before that), I found a number of my phone's settings had been reset to defaults or turned off and that I had to set some things up again. If the problem persists I'd probably try deleting your payment card(s) from Apple Pay and setting them up again and see if that fixes the problem.

I had a similar problem at the checkout recently after migrating to a new iphone. On paying at the shop checkout, Apple Pay would ding and show the tick on my iphone but at the checkout it would decline, yet my physical card would work successfully. After deleting and re-inputing my card back into my iphone, I noticed that the iphone camera did not record the spelling of my name correctly as shown on my card. So I manually entered the missing middle name letter and now my Apple Pay works again.
Before shopping again, back up your iphone first then "Erase all content and settings", then delete your existing card and check every letter and every number that is recorded before the Apple Wallet accepts the card details.

Good heavens, that's insane. Why on Earth would you wipe your entire phone in order to delete and re-add a card to Wallet?? That's like accidentally putting an event into Calendar on the wrong date on your Mac and fixing the problem by reformatting your hard drive. 🤦🏻♀️
If the problem is incorrect card information (which is unlikely if you've ever used Apple Pay successfully with the card in question), all you need to do is delete your card from the Wallet app and add it back in with the correct information:
Go into Wallet, tap the card you want to remove, then tap the circle at the upper right of the screen with the ellipsis (...) in it, scroll down to the bottom of that screen, and tap the red phrase "Remove This Card". Then wend your way back to the main Wallet screen if you're not already there (sorry, but I'm not deleting a card from my Wallet to verify every step of these instructions) and tap the circle at the upper right of the screen with the plus sign (+) in it to begin the process of re-adding your card to Wallet. When you get to the Add Card screen you can either use the camera or, if you don't trust the camera to do the job correctly, tap Enter Card Details Manually at the bottom of the screen. But my experience is that unless the card is very old and worn or the lighting is very poor (or both), the camera will do a fine job of capturing the card details.
Your card issuer may require additional steps (like a phone call) to verify the addition, but I think few require that anymore.
I just got the new iPhone 11 pro, and when I switched from my iPhone X to the 11 pro, now my wallet and Apple Pay will not work, none of my cards show up, and when I click add card it says "could not add card" try again later or contact your card issuer for more information. But I haven't even added any card info. It doesn't even take me to that screen. Plus Apple Cash when I try to turn it on, it makes me put my appleID password in, and gives me the same "Could not add card" Error message. I used Apple Pay all the time, and it's super inconvienent that It won't work. My friend switched from an iPhone X To the 11 pro and her cards switched right over, and work just fine.

Welcome to Apple Support Communities! I see you're having an issue with your new iPhone 11 Pro and the Wallet app and Apple Pay, and I'd like to help as much as I can.
Even though it's a simple step, restarting your iPhone can resolve unusual issues. Restart your iPhone, iPad, or iPod touch
Since this is a new iPhone, you'll want to make sure that you've signed into your Apple ID that you used on your previous iPhone at Settings > Your Name. Then select iCloud and verify that Wallet is enabled.
Face ID should also be enabled and set up on your new iPhone, along with a Passcode.
If you are still not seeing your cards then you'll want to contact Apple Support > Select Music, Apps & Services > Apple Pay.
