Can you save Melina without Frenzied Flame?

I have a friend who did this. This is the correct sequence of events if you want to see the most things in a single playthrough. Letting Melina die allows you to see all of her cutscenes and dialogue that she has, and she will never disavow you or hate you because you let her die like she wanted to and never inherited the flame while she was alive. Inheriting the flame gives you some very powerful equipment to use either here or in NG+, and lets you see some areas you wouldn't get to go to otherwise. Obtaining and using the needle gets you out of the Heir of Fire ending and allows you to pursue any of the others, and is also a pretty long quest in and of itself. And while I personally am not a fan of Ranni's ending, her ending and all of the quests and areas leading up to it are almost a third of the game's content, so even if you don't want to side with her, you miss out on a huge amount of things if you don't at least work for her.

There isn't really anything that can go wrong with your plan. Just make sure that Melina is dead before you open the door to the Three Fingers, and also make CERTAIN you don't fuck up the needle quest, because if you break it, there's no way out of the Heir of Fire ending. I'd actually suggest not even going down the pit to the door until you've progressed the needle quest to the point where you have the needle and are prepared to use it, since that way, even if you mess up the needle quest somehow, you can still see Ranni's ending.

I'd also suggest working for the bloody fingers on this run and joining Mog's faction, assuming you still have the option to do so, because they also give you some good gear and spells, and if you do it now, you won't have to do it in later playthroughs. The super edgelord glowing red blood eyes override all other cosmetic eye changes, so if you're going on a grand tour playthrough with a character, you should get that out of the way as well, so you aren't stuck with edgy eyes on a playthrough where you actually want the dragon eyes or the eyes of frenzy.

Can you save Melina and not get Frenzied Flame ending?
