In order to atone, youll have first needed to kill Godrick the Grafted in Stormveil Castle in order to progress to the area where you can atone. Then, you can head to the Church of Vows, as shown here on the map. Note: This will not help you if you have killed an NPC, sadly.

I killed Traveling Mechant and later I found Celestial Dew. So I have decide to resurrecting him. I offer Dew in Church and Mechant is still dead. On Elden Ring wiki say's that Celestial Dew will resurrect all machants in game.
Do you also have this problem, or it's only in my save?

Nope npcs with shops don't respawn cause you add their shops to the twins shop at the round table
