The general consensus is that this can not be done, but I have had the occasional experience where I swore I snapped to a target while in a vehicle.

After some thorough testing I have concluded that you CAN auto aim while in a vehicle. At least as a passenger but I have not gotten this to work as a driver, yet(mostly for lack of trying). I first discovered this while passenger in a boat on that mission where you steal a boat where the dinghy is in SP and then drive it up the waterway to the other dock. There are all those bikers shooting you from the sides and I was definitely locking onto them.

The trick is with both the aim and trigger buttons. As you may know pressing either one will shoot the gun, but pressing both is the key. It is still extremely difficult while moving and they have to be in a close range, but it can be done if you press the aim button first, you will snap to them but not fire, then you use the trigger and let it rip.

Yeah as a passenger, you're supposed to be able to auto-aim, considering you're not driving the vehicle. Press left trigger to aim/auto-aim, and right trigger to shoot. Just like when on foot.
The driver, however, must use the bumper to shoot.

After that, go to the control option and select the third-person option in “Show Controls”.  You will see that the targeting mode option is locked under it, as shown in the image below.

To enable it, you first need to press down on the d-pad to bring up your character wheel; then, you have to select any other character and load the story mode of GTA 5. When you are in the story mode, you need to go to the game options, tab over to the settings tab, click on the controls settings, and see that the targeting mode is unlocked. The best Aim Assist for GTA 5 is purely preference. Choosing one over the other Aim Assist options won’t give you an advantage in-game as well, as you will be lobbied up with other players with the same Aim Assist settings as yours anyway.
