Is Rotten Winged Sword Insignia or Millicents prosthesis better?

Winged Sword Insignia is a talisman in Elden Ring.

Increases weapon attack power, incrementally, with successive hits, starting at a 3% increase, up to a maximum of 15%. The exact application of the buff depends upon the weapon used, but the buff usually applies after 2-3 attacks, and steps up after each additional 2-3 attacks. When not attacking, the buff decreases incrementally, stepping down every 2-3 seconds until removed completely.

Description

A talisman depicting a raised prosthetic blade.
An honor bestowed upon the knights who fought alongside Malenia the Severed.Raises attack power with successive attacks. The wings symbolize Malenia and her undefeated prowess.
Though she never knew relief from the accursed rot she was born into, her blade was forever beautiful - and relentless.

Acquisition

  • Obtained from Stillwater Cave in southern Liurnia of the Lakes, by defeating the Cleanrot Knight boss.

Bugs

  • As of Patch 1.03.3, this talisman appears to be bugged, as the buff that is applied to attack power both increases and decreases with successive attacks. That is, in some scenarios, performing an additional attack within a sequence causes attack power to decrease, rather than increase. This can be observed when using the Dagger and Short Sword weapons. This effect can be observed for the Rotten Winged Sword Insignia as well.
