I tend to find a ton of mole miners when I'm just walking around the ash heap. There's usually a handful in the destroyed town in the southwest corner

I have found lots that way as well, often more than I want at once.

There should be a bunch outside and all around the ash heap area. Another is the black water mine north east of there. Next to a railroad place. Tons of mole miners there.

Okay, I killed a bunch outside, but from what people were saying it sounded like the HQ would be filled with them. Guess I'll just run around Ash Heap killing the ones outside then. Currently 11/40 Black Titanium for my Power Armor.

I think this place sometimes spawns robots and sometimes spawns miners. It depends. Good place for miners is Blackwater Mine, they will always spawn there, outside, in the mine and if the event is running grab some friends and get a few legendaries.

I'll check there. Probably I'll also just run around the Ash Heap looking for shit and take the Junkyard. Between those, I should have my 40 within the hour.

PS4. It’s okay though, I can just claim the junkyard and harvest some.
