What does landlords who have already devoured most of the parents mean?

Swift meant that the landlords had devoured them in a metaphorical sense- the landlords, who were largely the beneficiaries of the English conquest of Ireland, charged very high rent to their tenants, so that a large portion of the tenant's life was spent working to pay the rent to these colonial plutocrats instead of improving their own station. In this sense, the landlords, as a sort of parasitic class, were 'devouring' the peasantry. Much of Swift's essay is a condemnation of the conditions in which the British colonial rule kept the Irish peasants.
