How long do you let base coat dry before clear coat?

After reading all the threads I could find about painting sideskirts and other various parts, I still couldn't find a definitive answer for two things:

How long do I have to let the base coat dry before starting to apply my layers of clear coat? My understanding is that I can let the basecoat flash for 30 minutes or so and then start on the clear.

But I read somewhere else that the base need to set for 48 hours before clearing over it... that doesn't make sense to me. I know I need to let the whole thing set for 48 hours after the clear goes on... but 48 hours before I can even clear?.

Final question: What the best way of buffing up the clear after it has set for 48 hours? I assume I sould just use a good non-abrasive wax, correct?
